Bell Canyon, California: Ten Assumptions About the Gated Canyon West of West Hills, Checked Against the Records

The envelope says 91307, the same ZIP code as West Hills. The property tax bill comes from Ventura County. That split explains most of the confusion I hear about Bell Canyon, and it is why this guide is built a little differently. Each section starts with something buyers and sellers commonly assume, then shows what the county files, the school district, the fire contracts and the multiple listing service actually say, with the date of every source.

The sales figures come from CRMLS Matrix, MLS Area "BC - Bell Canyon," pulled on October 4, 2026. They cover every residential sale that closed between October 3, 2025 and October 3, 2026. Everything else is cited at the bottom of the page.

Is Bell Canyon part of Los Angeles? Not on any county map

The assumption: a West Hills ZIP code means a City of Los Angeles address.
The record: Bell Canyon is unincorporated Ventura County. It has shared ZIP 91307 with West Hills for decades, and the MLS records it as its own city, "Bell Canyon."

The community was laid out in 1969 as Woodland Hills Country Estates, which is still part of the homeowners association's corporate history. Ventura County's Local Agency Formation Commission counted 672 single-family homes on 795 residential parcels in its March 2022 service review, with 123 parcels still undeveloped, across about 2.62 square miles.

Being outside the City of Los Angeles changes who you call for almost everything. Land use and building permits run through Ventura County. Trash, recycling and green waste are handled by the Bell Canyon Community Services District, formed on July 1, 1984. Water comes from Ventura County Waterworks District No. 17. Sewer service for connected homes is provided by the Triunfo Water and Sanitation District, which sends flows to the Tapia treatment plant.

Which school district draws Bell Canyon addresses

The assumption: a 91307 home is served by the Los Angeles Unified School District.
The record: Bell Canyon was annexed into the Las Virgenes Unified School District in 1987. On October 4, 2026, I entered a Bell Canyon street address into the district's own boundary locator and it returned the three schools below. In the MLS, 21 of the 23 closed sales named Las Virgenes as the school district; the other two left the field blank.

Each school name links to its California School Dashboard report. Names, grade spans, addresses and status come from the California Department of Education School Directory, checked October 4, 2026; all three are listed as active.

Attendance is set by the exact street address, and boundaries can be redrawn, so check any specific home in the Las Virgenes Unified "Find Your School" locator before relying on it. Homes on the West Hills side of the gate are in the City of Los Angeles and use the LAUSD Resident School Identifier instead. A Bell Canyon student can attend a Los Angeles Unified school only through the interdistrict permit process, which Las Virgenes Unified explains on its permits page.

Who sends the fire engine, and who answers a patrol call

The assumption: because Bell Canyon is in Ventura County, a Ventura County engine responds first.
The record: the first engine usually comes from the Los Angeles Fire Department under a contract with the Ventura County Fire Protection District that dates to 1979. The Ventura County Board of Supervisors approved the current agreement on December 10, 2024; it runs through June 30, 2029, according to The Acorn newspaper (January 11, 2025).

The reason is distance. The same report put the nearest Los Angeles city station about 3.1 miles away and the nearest Ventura County station about 9.5 miles away. Law enforcement is the Ventura County Sheriff's Office, not the LAPD. For crime information, use the sheriff's own public reports or the county's crime mapping service rather than a description from any agent, including me.

How much of Bell Canyon burned in 2018, and what fire rules are coming

The assumption: the Woolsey Fire swept through the whole community.
The record: early reporting by CBS Los Angeles on November 10, 2018 counted about 13 homes destroyed, six on Hitching Post Lane and seven on Flintlock Lane, out of several hundred. I found no final county tally specific to Bell Canyon.

Three things matter for a buyer now:

  • Fuel reduction. The Ventura County Fire Protection District's Bell Canyon vegetation project covers up to 750 acres over ten years. Its environmental filing was posted to the state CEQA database on March 14, 2025.
  • Zone 0. The State Board of Forestry adopted emergency "Zone 0" rules for the first five feet around buildings on August 19, 2026 and sent them to the Office of Administrative Law on August 28. They do not take effect until that office approves them, and existing homes would get a phase-in period.
  • Hazard zone by parcel. Look up the specific lot in the State Fire Marshal's fire hazard severity zone viewer, because the designation drives disclosure duties and building standards.

Coverage and pricing for homeowners insurance vary by property. Check with your insurance agent before you write an offer, and consult an attorney about any disclosure or legal question for your situation.

The Santa Susana Field Laboratory over the northern ridge

The assumption: the old rocket test site next door is a federal Superfund site, or will be sold off for housing.
The record: in 2008 the U.S. Environmental Protection Agency found the site eligible for the national Superfund list but deferred listing at California's request; the state Department of Toxic Substances Control leads the chemical cleanup. Boeing states that a 2017 conservation easement permanently bars residential and agricultural use of its roughly 2,400 acres.

Bell Creek, which drains most of the laboratory property, runs down through Bell Canyon before entering a concrete channel near Bell Canyon Road. Recent milestones: a court upheld the 2022 Boeing and state cleanup agreement on January 8, 2026 (The Acorn, January 16, 2026); NASA's first phase of groundwater cleanup was approved in January 2026; and in August 2026 Boeing was preparing to demolish five buildings in Area IV, with final soil cleanup possibly starting in 2027 (Simi Valley Acorn, August 22, 2026). Buyers who want the technical record can read the state's project documents directly.

Association dues, private streets and the gatehouse

The assumption: county taxes pay for the roads and the gate.
The record: the Bell Canyon Association, incorporated on March 10, 1969, owns and runs the staffed entry station, more than 13 miles of private paved streets, the community center, the equestrian center, the fitness center, tennis and pickleball courts, a park and more than two dozen trails, according to its website.

On the 23 sales that closed in the last year, listing agents entered association dues of $410 a month on 13 sales, $490 on 8, and $460 and $325 on one sale each. The records do not explain the spread. A members' group site reported that owners approved a $125 a month assessment increase on January 17, 2024 to pay a court judgment. Ask the association, through escrow, what the current dues and any special assessments are for the specific lot.

Sewer line or septic tank: the MLS field to read twice

The assumption: every house inside the gate is on the public sewer.
The record: most are, but not all of the listing records agree.

Most of the closed sales list a public sewer connection: 16 of 23. Two say "septic type unknown," one says "private sewer," one says "sewer paid" and two say "other." With lots this large and a hillside layout, connection status deserves its own line in your inspection plan. Ask for the sewer bill or a Triunfo Water and Sanitation District account record, and have the line scoped.

Do Bell Canyon homes sell at full price? The 23 closings, sorted

The assumption: homes here either sell instantly or sit for a year.
The record: both happened. The median sale closed at 98.3 percent of its original asking price after 29 cumulative days. Eleven closed at or above the first asking price, twelve below it. One home closed at 74 percent of its first price after 239 days.

Closings October 3, 2025 to October 3, 2026 (latest September 29, 2026). Range $1,465,000 to $7,300,000. Median $463 per square foot.

The age of the house moved price more than the lot did in this sample. Seven homes built in the 1970s closed at a median of $1,675,000, nine from the 1980s at $1,700,000, three from the 1990s at $2,199,000, and four built in 2005 or later at $3,950,000, or about $614 per square foot. Nineteen of the 23 lots were an acre or larger. The largest, 31.29 acres on Buckskin Road, closed at $4,700,000; the top sale, a 9,000 square foot house completed in 2023 on Coolwater Road, closed at $7,300,000.

Four of the 23 sales show zero days on market. That pattern usually means the buyer and seller agreed before the home was marketed through the MLS, and the record was added at closing. If you plan to sell, ask your agent how a quiet sale and an open market sale compare for your home before you choose.

Asking prices today versus last year's closings

The assumption: today's asking prices show what Bell Canyon homes are worth.
The record: asking prices are running far ahead of the past year's closings.

On October 4, 2026, Matrix showed 26 active listings, 2 active under contract and 1 pending. The median asking price of the 26 active homes was $2,687,500, well above the $1,700,000 median of what actually closed. Eleven of them asked $3 million or more; only four homes closed above $3 million in the previous twelve months. At last year's pace of about two closings a month, 26 listings is roughly 13 to 14 months of supply. Asking prices are what sellers hope for, and the gap tells me pricing will matter more than usual this fall and winter.

Renting a house behind the Bell Canyon gate

The assumption: there is a steady rental market inside the gate.
The record: leases are rare, and many rental listings are homes also offered for sale.

Only four Bell Canyon houses closed as leases in the MLS in the last twelve months, at $8,000, $11,000, $12,000 and $45,000 a month. Ten houses were offered for rent on October 4, 2026, from $6,300 to $39,600 a month, and five of those ten were also listed for sale at the same time. Owners who are undecided between selling and renting often test both, so a renter may find room to negotiate term length; an owner should know that a signed lease can narrow the pool of buyers who need to move in right away.

Trailheads, hospitals and errands outside the gate

The gate sits on Bell Canyon Road west of Valley Circle Boulevard. Just outside it, Bell Canyon Park (24544 Bell Canyon Road, West Hills) is a City of Los Angeles park with a trail that runs past the entrance. El Escorpión Park and the climb to Castle Peak start at the west end of Vanowen Street. The Upper Las Virgenes Canyon Open Space Preserve, the former Ahmanson Ranch, has been owned by the Santa Monica Mountains Conservancy since 2003, with a trailhead at the west end of Victory Boulevard.

The closest hospitals are UCLA West Valley Medical Center at 7300 Medical Center Drive in West Hills, part of UCLA Health since March 2024, and Kaiser Permanente Woodland Hills at 5601 De Soto Avenue. Everyday shopping is at Fallbrook Center, 6633 Fallbrook Avenue, and Westfield Topanga, 6600 Topanga Canyon Boulevard. Metro bus line 169 reaches Valley Circle and Burbank Boulevard, and the Metro G Line busway has stations in Canoga Park and Chatsworth.

Where I have worked near Bell Canyon

I have not closed a sale or lease inside the Bell Canyon gate, and I will not pretend otherwise.
